On November 29, 2024, the Shanghai Municipal Health Commission held a pilot meeting to promote the high-quality development of municipal public hospitals, thoroughly implementing the spirit of the Third Plenary Session of the 20th Central Committee and studying and promoting the high-quality development of municipal public hospitals. Wen Daxiang, Secretary of the Party Group and Director of the Municipal Health Commission, attended the meeting and delivered a speech, while Fu Chen, Deputy Director, presided over the meeting.

In October 2022, Shanghai issued a notice from the Office of the Leading Group for Deepening Medical Reform in Shanghai on carrying out pilot work for high-quality development of public hospitals in Shanghai, selecting 40 public hospitals as pilot projects for high-quality development. Each pilot hospital will advance according to the "one hospital, one plan" benchmarking table. Since the pilot, the leading role of hospital party building has been significantly enhanced, the level of medical service has been significantly improved, the management and operation of hospitals such as Zhongshan and Renji have been improved, the advantages of innovation and efficiency have been further demonstrated, and rich achievements have been made in hospital culture construction.

The meeting requires a full understanding of the significant importance of promoting high-quality development of public hospitals, implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the Fifth Plenary Session of the 12th Shanghai Municipal Committee, deepening the reform of public hospitals guided by public welfare, establishing a fee mechanism led by medical services, improving the salary system, establishing a dynamic adjustment mechanism for staffing, deepening the construction of high-level research-oriented hospitals, improving the mechanism for transforming clinical medical technology innovation achievements, improving the construction and research mechanism of medical queues, and innovating international medical tourism service models. Firmly grasp the strategic goals and tasks of deepening the reform of the medical and health system, and strive to move towards the top international level with a sense of responsibility, urgency, and mission to seize the day. Under the new situation, municipal public hospitals should adhere to focusing on difficult and complicated diseases, cutting-edge technologies, and technological innovation, aiming for international first-class, and taking the lead in transforming from scale expansion to connotation improvement, system reshaping, and high-quality development. Shanghai aims to provide the highest level of medical services, build the highest quality medical environment, and create a "golden signboard" for medical and health care. Accelerate the realization of first-class medical disciplines, first-class medical services, first-class medical talents, and first-class international cooperation, build an international medical tourism service system that matches Asian medical center cities, and enhance the level of openness. Strengthen the connectivity of medical data and enhance the sharing and co construction of health data.

The meeting emphasized that in response to the problems and challenges that still need to be further strengthened in terms of ideological understanding, operational management, cost control, disciplinary talent, and smart hospital construction in pilot hospitals, the party and government leaders of high-quality development pilot projects in municipal public hospitals should attach great importance to them, be good at learning, researching, and understanding policies, enhance economic management capabilities, focus on patient health, clarify their own functional positioning, be brave in taking on responsibilities, play a demonstrative and driving role, and promote reform to achieve practical results.

The responsible officials of the Municipal Education and Health Work Party Committee, Municipal Development and Reform Commission, Municipal Finance Bureau, Municipal Science and Technology Commission, Municipal Medical Insurance Bureau, Municipal Drug Administration, and relevant departments of the Municipal Health Commission, as well as the main responsible officials and experts of 21 high-quality development pilot hospitals, attended the meeting. The experts commented on the current progress of the pilot and pointed out suggestions for the next step of development.
