Recently, the General Office of the National Health Commission, the General Office of the Ministry of Civil Affairs, the Comprehensive Department of the State Administration of Traditional Chinese Medicine, and the Comprehensive Department of the National CDC jointly issued the "Notice on Deepening the Agreement Cooperation between Medical and Health Institutions and Elderly Care Institutions" (hereinafter referred to as the "Notice"). The relevant content is now interpreted as follows.

1、 Background of Introduction

The agreement cooperation between medical and health institutions and elderly care institutions is an important way of integrating medical and elderly care services. The Opinions of the Central Committee of the Communist Party of China and the State Council on Strengthening Aging Work in the New Era propose to encourage medical and health institutions to carry out agreement cooperation with elderly care institutions. In recent years, the National Health Commission, together with the Ministry of Civil Affairs and other relevant departments, has promoted the agreement and cooperation between medical and health institutions and elderly care institutions, introduced policies and measures, jointly issued guidelines, and guided medical and health institutions to provide medical visits, health management, appointment appointments, emergency first aid and other services for elderly people living in contracted elderly care institutions, effectively improving the accessibility of medical services for elderly people living in elderly care institutions.

In order to thoroughly implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, as well as the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, promote the development of medical and elderly care integration, deepen the agreement cooperation between medical and health institutions and elderly care institutions, strengthen the connection between service supply and demand, and provide high-quality, efficient, and accessible medical and elderly care integration services for the elderly, the National Health Commission, in conjunction with relevant departments, has issued the "Notice" and formulated the "Agreement Cooperation Text between Medical and Health Institutions and Elderly Care Institutions (Reference)".

2、 Main content

The Notice proposes requirements from the aspects of agreement cooperation content, security, mechanism, mode, etc. Firstly, medical and health institutions and elderly care institutions shall negotiate and determine the cooperation content based on their qualifications and service needs, in accordance with the principles of "equality, voluntariness, proximity, service connection, and common development". The second is to carry out agreement cooperation in accordance with laws and regulations, and to do a good job in filing the practice locations of multiple institutions for physicians. The third is to establish a grassroots agreement cooperation mechanism to support elderly care institutions in need to connect with various grassroots medical and health institutions in their jurisdiction to carry out agreement cooperation. The fourth is to support multi-level agreement cooperation, support elderly care institutions that are willing to cooperate, actively connect with comprehensive hospitals, traditional Chinese medicine hospitals, specialized hospitals and other institutions to carry out agreement cooperation, give full play to the role of departments such as geriatrics and rehabilitation medicine, and attract social forces to participate. The fifth is to encourage institutions with conditions to provide embedded services in accordance with laws and regulations, and explore custody based agreement cooperation on the basis of meeting their respective wishes and clarifying rights and obligations.

It should be noted that the "Agreement Cooperation Text between Medical and Health Institutions and Elderly Care Institutions (Reference)" is a reference text formulated by the National Health Commission and the Ministry of Civil Affairs in accordance with relevant laws, regulations, and policy documents. It is applicable to the agreement cooperation between medical and health institutions and elderly care institutions, and the agreement cooperation between medical and health institutions and community elderly care service institutions such as day care centers can be referred to and implemented. The terms of this agreement are indicative terms for both parties to agree upon or supplement the agreement.

3、 Job requirements

The Notice requires all regions and departments to collaborate in promoting the implementation of cooperation agreements between medical and health institutions and elderly care institutions. Close cooperation between institutions to improve the quality of agreement cooperation services and effectively enhance the sense of achievement and satisfaction of the elderly.
