The Party Group of the National Medical Products Administration Conveys and Learns the Spirit of the Central Economic Work Conference

On December 13th, the National Medical Products Administration held an expanded meeting of its party group to convey and study the spirit of the Central Economic Work Conference, and to study, deploy, and implement measures. Li Li, Secretary of the Party Group and Director of the Bureau, presided over the meeting and delivered a speech.

The meeting believes that this Central Economic Work Conference is a very important meeting held at a critical period when the whole country is deeply studying and implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. General Secretary Xi Jinping's important speech comprehensively summarizes the economic work in 2024, deeply analyzes the current economic situation, and systematically deploys the economic work in 2025, providing direction and guidance for doing a good job in economic work next year and the future period. General Secretary Xi Jinping has profoundly interpreted the regularity and understanding of the "five must be coordinated" for doing a good job in economic work in the new era, further enriching and developing Xi Jinping's economic thought. It is not only a summary and refinement of existing practices, but also an inspiration and guidance for future development. We must study and understand carefully, thoroughly implement and ensure that drug regulatory work always advances in the direction guided by General Secretary Xi Jinping.

The meeting pointed out that since the beginning of this year, the Party Central Committee with Comrade Xi Jinping as the core has united and led the entire Party and people of all ethnic groups in the country to calmly respond and comprehensively implement policies, resulting in overall stable and steady economic operation with progress.   We must have a deeper understanding of the decisive significance of the "two consolidations", resolutely uphold the "two safeguards", consciously unify our thinking, will, and actions with the scientific judgment of the Party Central Committee on the situation, and strive to contribute more drug supervision capacity to comprehensively promote the construction of a strong country and the great cause of national rejuvenation.

The meeting emphasized the need to implement the "four strictest" requirements in accordance with the spirit of the Central Economic Work Conference, combined with the actual work of drug supervision, continuously strengthen efficient supervision, ensure high-level safety, and promote high-quality development. One is to improve the drug safety responsibility system and build a solid bottom line for drug safety throughout the entire cycle. Establish a sound mechanism for drug safety risk consultation, strengthen the supervision of key links such as clinical trials, commissioned production, and online sales, as well as key varieties such as vaccines and blood products, and severely punish illegal and irregular behaviors. The second is to focus on stimulating the vitality of pharmaceutical innovation and supporting the high-quality development of the pharmaceutical industry throughout the entire chain. We will launch a series of deep and wide-ranging reform measures in drug research and development, evaluation, production, circulation, and use, focusing on creating a globally competitive pharmaceutical innovation ecosystem, accelerating the pace of innovative drugs and medical devices being launched, and improving the quality and efficiency of pharmaceutical industry development. The third is to coordinate the "inviting in" and "going out" strategies, and comprehensively expand opening-up and cooperation with the outside world. Strengthen the transformation and implementation of international general regulatory rules in China, actively promote the facilitation of drug import and export trade, encourage multinational pharmaceutical companies to invest and establish factories in China, and promote the entry of Chinese pharmaceutical products into the international market.

The meeting requires to effectively ensure drug safety during holidays, increase supervision and inspection efforts, strengthen supervision of key varieties, key places, and key links, thoroughly investigate and resolve various conflicts, disputes, and risks, and effectively ensure overall stability. We need to carefully review and inventory the implementation of various work tasks throughout the year, scientifically plan the work ideas for next year, ensure the successful completion of all work this year, and achieve a good start next year.
